Jeff Troutman is a games artist and designer. Troutman has been working with SunSoft, ICOM Simulations, Viacom New Media and Illusions Gaming. Troutman's first game was Road Runner's Death Valley Rally published by Sunsoft for SNES in 1992. After that, Jeff Troutman took part as the designer of Phantom 2040.
