It Is a JRPG with many characters to recruit (the citizens), each one with a mission secondary school to fulfill.
It Is set in the present time, few games with this atmosphere there. The first thing that goes through your head is to match it with Earthbound. For the memories I have, Citizen of Earth is very superior, and also another style of play.
Here the core of the game is that you have many citizens, each with a few features in combat, so you can have many styles and combinations in combat.
Also, the game is very configurable. You Have citizens that allow you to increase or decrease the difficulty, you can change the music at any time, accelerate or slow down the time...
As for history, this is scarce, but very focused on humor. We Interpret a politician (the Vice-President of the World), and as a good politician, he does nothing, but citizens do all the work in combat for him. Many gags, which make one laugh more than once Duration more than acceptable, complete it all took me more than 40 hours.
As a negative note, although enemies are seen on stage, there are many. Fortunately, once you have many levels above them, enemies flee from you, but they are still too much.

You never get rid of the Feeling that you're just sitting at a free Newgross game. But Citizens of Earth is a commercial Product with a proud price tag of £11.99.
Regardless, though, it's a nice Game for Genrefans, especially since Earthbound and Suikoden aren't the worst JRPG's to comb from. But you shouldn't expect an Evergreen, as mentioned above.
