In the mid 21st Century, the HALOVIRUS emerged simultaneously in major population centres across the globe.

The outbreak quickly developed into a deadly pandemic, with an estimated 1.6 billion deaths world-wide.
With civilization on the verge of total collapse, Contact Discouragement Protocols were mandated globally to halt the spread of the virus.

Special police units - Excision Departments (ExDept) - had orders to enforce Contact Discouragement of known and suspected HALOVIRUS carriers with extreme prejudice.
This was not called murder. It was called Excision.
