Its v1.0 and the tutorial still isn't sp good... here is what you need to know:

you have 3 possible actions:

make colony  (left click on population map   ,    -1wealth)

make army  (left click on army map    ,   -1wealth)

disband army  (right vlivk on army map    ,    +1wealth)
