I promise the game does run after you click play, it's just a very unoptimized but detailed scene that's being loaded in. It can take 2-3 minutes to load in sometimes but it should work fine after it loads in.

The basic premise is that you are a cyborg who's AI targeting system has on haywire and now targets anything you look at. You'll have to make your way over the rooftops while making sure you don't destroy too many things on the way.
Bunnies have also infested the rooftops, shooting those cuties will damage your humanity.
