Just a quick prototype I threw together in a week or so to create a fast "tense" feeling city builder with puzzle elements, reusing the dice mechanic from one of my other games.

Throw dice to create a budget and build to balance the happiness and employment of your sealers.
Place factories to make money and parks to create happiness; plan carefully as your budget fluctuates and seal angst builds.
The sealers don't always take the most straight path, so parks in particular will prove a challenge to keep happiness high.
Not enough housing will cause a homeless explosion - imagine the smell!
You won't have forever to create a seal utopia, the sea is rising... how many happy seals and cash will you take down there with you?
