Solarpunk: Failed States

It is 2035, and global warming is causing states to collapse under the weight of famine and civil war.  As the leader of a major industrialized nation, you have the resources needed to save humanity…as long as humanity cooperates!  Your biggest challenge is coordinating with your allies to manage hunger and civil unrest in a growing list of failed states, while you figure out how to suck carbon dioxide out of the atmosphere.  To make matters worse, a hacker is sabotaging your efforts from a secret location somewhere in a failed state.  Manage your renewable resources carefully, and you should be able to build a cooler and greener world.
