In 1922, when the USSR was created, there were two projects. Project of Stalin and Lenin.

In Lenin's project, the republics had the opportunity to secede from the USSR, but in Stalin's project they did not have such a right. Given this, they chose Lenin's project.

There is a THEORY that because of this, in 1991, everyone left the USSR and it collapsed.
