You can play THE Game ONLY with active Internet Connection (Pirated protection attempt, change the Phone from because of a Clock, etc), disconnect the internet Connection, pause the Game immediately. This sometimes happens with an active Internet Connection via Wlan.
The In Game Purchases are, of course, how the Game is financed and, in typical EA fashion, not cheap. However, no more expensive than most other Apps in the Store.
You don't have to spend money at the Beginning, later it simplifies playing and you can play longer. Lootboxes I haven't seen any so far.
