You are appointed as an officer at the water management authority at village A. It is your job to manage the flow rate of spill way at the village A reservoir that provides the only water source to a downstream village B.

Village A depends mainly on fishing for its livelihood whereas Village B is primarily dependent on agriculture.

You manage the flow rate based on current dam capacity, weather forecast, upstream water rate, flood risk, drought risk, conflict risk and irrigation needs of Village A and in doing so you explore how your actions affect the social, political, ecological and economic stability of both communities.
