Personally I do not understand at all the animosity that there is in the evaluations around this game. Yes okay it looks a lot like "boom Beach" except that if the latter is the best known of all this is in no way the first. Games like this there are plenty, an incredible number even but not on steam, in its category it is the only one to be offered on the valve platform and it is no more pay to win or abusive than a game of the same genre.
It looks like a "game of ♥ ♥ ♥ ♥ ♥ ♥ ♥ Facebook" but in the meantime it is much more fair-play than your usual ConnerieVille since it is here relatively easy to acquire gems free thanks to the very simple objectives to accomplish ( earn X resources/improve its base) and you are not asked every 5 minutes to invite your friends to jerk their mouse on your island. The game is simple, easy to access, well balanced * and does not offer any premium object/structure.
So Yes see a game like that on steam it leaves puzzled, but it should not immediately start the hasty judgement war of beach is rather good and again no more pay-to-win than other games of the same genre. The navigation on PC is very good and much more pleasant to me than on a Smartphone and it has already been announced that in the near future in addition to regular updates the game will be endowed with steam successes as well as maps.
