In order to save his family from being killed by "Halt", the evil organization that gave him time distortion powers as a part of an experiment to create super soldiers, Joe Runnels most use those powers of slowing down time, teleportation and his newly acquired ninja training to defeat Halt's shadow warriors who are holding his family captive.
