The game gives no freedom to do what you want. You are forces to build things according to what your level allows you to. There are restrictions and everything, how many aircrafts you can have, which types you can have etc. Everything forces you to do as the developers wants and spend money to get there, otherwise it will be to slow to play (send a plane to Cyprus to get a thing you need in order to build an upgrade, which you get once every 10th flight).
