As you have no doubt surmised, there has been an incident.  The nature of the incident is still unknown, but of such import and delicacy that we must involve help outside our circle.

On the world of Larsa, government has been  overseen by the enigmatic Chancellor for decades. Strange things have been happening recently, though.  The Chancellor's Ministers have asked you to investigate what is going on.
