There is a terrorist on the lose and you need to find him.

He could be in ANY city (literally, just type in your city and the game will load in your city's map, credits to MapBox)

WASD and scroll to pan camera

Use 1, 2 and 3 to select your police cars

Left click to move them

Right click on a car to activate alarm and scan for terrorists
