Call them revolts, revolutions, waves of riots, call them criminals. Call them freedom fighters, call them the unwashed masses, call them whatever you like. Call what they do democracy if they win, and lawless treason if they fail.

Whatever your opinion on them, you probably want to run a campaign about it. These rules are a simple tool to simulate the high-level processes that underly the breakdown of state authority. They work under any system, and everyone should find them to be sufficient regardless of their political beliefs.
