Even the Developers say there is no AI in the "conventional" Sense in this Game, and you can tell that. It just happens almost Nothing. Independent Peoples have often not built a single Settler after 200 Rounds of play, even as a Disability they simply don't matter. The SK acts very incapacitated, whether it'S Troop Management Or Expansion or diplomacy or or or. Example pleasing? Circa around train 150 on Insane difficulty, the SK reports and finally realizes that we are a Threat and therefore sends us a few Lieutenants and/or other Units as "Supervisory organs." They then park themselves just outside the Reach of our Garrisons and do nothing else for the Rest of the Game!
