Survive 30 days of the pandemic.

Roads connect cities to industries:
No oil = Bad Economy
No medical = cities cannot test.
No telecoms = no city info

Close roads to slow the virus spread from other cities.
Lock-down cities to slow the virus but also slow the economy.

Start testing in cities to slow the virus,and boost the medical industry.
*Virus is slowed more with longer testing.

Reach Day 30 with Economy > 50 and Virus < 50:
3 Cities Remaining = SSS
2 Cities Remaining = SS
1 City Remaining = S

Otherwise, just reach Day 30:
3 Cities Remaining = A
2 Cities Remaining = B
1 City Remaining = C
