The King's Edict

Your King has a plan for you.

But fate has another.

The King's Edict is a city-building game where your goal is reach the score that's set by your king. 

Every turn, choose one of the three districts available, and place it where it would make the best synergy (or shuffle, if you think it's worth the price).  Each district in the game receives at least one kind of synergy from other kinds of districts. 

Every 50/100/150/250 points of each district category, you receive a bit more investment from your king.

Carry out each Edict issued by your King.
