Your job is determinate whose stole the diamond and at what time.

There are 5 suspects in the diamond theft.

The five suspects were wandering through a nine room museum from 13:00 to 24:00.  

They never stayed in the same room for 2 consecutives hours, although they may have returned to the same room more than once.

The diamond is always in room #4.

When you think you know who is guilty of the theft and the time the diamond was stolen,  proceed with the accusation.
