I myself prefer to stick with "The Industrial Commander" if I want something complex, but without Government Construction. Everyone else is best to Just reach for Sim City 4. This is at least suitable for Beginners and if you can then play this Game in your Sleep or find it too easy you can look in here or go in small Steps and test "Tycoon City: New York."
