In terms of a video game, it probably does not deserve an exceptional rating. It is well thought-through, very polished (unlike most games, I never had a "this game mechanic really bothers me" moment, also it never crashed on me, even with my constant fullscreen tabbing out) - the developers did a good job. It's a 3rd person platformer with combat. Combat is comparable to the Batman games with different enemies requiring different approaches.
What makes the game exceptional for me is that to me it is as close to a piece of art as a game can be. The story set in a slightly dystopian future is engaging, the artwork is marvelous, the soundtrack is great. The whole setting of the game is a coherent mixture of what Paris looks like today and what it might look like in 50 years. It feels like the game devs first came up with the idea of the setting and then had to invent a game inside it.
The game wants to tell a story and it does so with a linear path and quite a few cutscenes that are not skippable. There is not a whole lot of decisions you can take. If you are okay with that, you will enjoy this game.
